THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This items supports the Board's Vision of an "Efficient and Accessible Regional Intermodal Transportation Network" and Goal No. 2 to "Enhance our efficient, safe, clean, attractive, and interconnected multi-modal transportation systems."
The Office of Economic and Small Business Development reviewed the scope of work and determined that this project will not contain goals for disadvantaged business enterprises. The purchase of buses with federal funding is exempt from the disadvantaged business enterprise goal setting program by the United States Department of Transportation (Exhibit 2).
The purpose of this contract is to procure a potential of 14 (maximum) 45-foot, diesel powered commuter coaches, similar to the image depicted, for the Transit Division for use on the express routes. (Exhibit 4).
The optional items in this contract cover spare parts, training and manuals. At this time, the using agency cannot specify exactly which items, how many, and when the items may be purchased, and have thus included the estimated amount into the total potential contract amount. Orders will be placed to meet the operational needs of the Division, based on the availability of funds.
The Director of Purchasing has determined the apparent low bidder, EPV Corporation, to be non-responsive; the bidder submitted a proposal that deviates from the specification requirements. Although the solicitation provided an opportunity, through the Request for Approved Equals (RFAE) process, for a potential bidder to request consideration and approval of a proposed equivalent to the referenced salient features and characteristics of the specifications, EPV Corporation did not exercise that right to participate in the RFAE process.
There was no protest or appeal filed regarding this procurement.
The Transit Division has reviewed the bid submitted by Motor Coach Industries, Inc. and concurs with the recommendation for award (Exhibit 3). No performance evaluations have been completed for Motor Coach Industries, Inc.
The amounts referenced in this agenda item have been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
