THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 18% for this contract. West Construction, Inc. has committed to 23% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).
The purpose of this contract is to provide for the construction and installation of a prefabricated aluminum pedestrian bridge along the west side of NW 21 Avenue, a County jurisdictional road, crossing the South Florida Water Management District’s C-13 Canal. Construction will include concrete auger-cast pile foundations, concrete abutments, construction of connecting sidewalks to existing sidewalks (north and south of the canal), adjustments to traffic signal system conduits, installation of bridge lighting, and a closed circuit video surveillance system.
This procurement carries a 100% performance and payment guaranty. The Purchasing Division has confirmed with the surety company that West Construction, Inc. has the capacity to obtain the required guaranty.
The allowance incorporated in this contract, in the total amount of $1,000 is for permits. Expenditures under this allowance item must be approved by the Contract Administrator and will be reimbursed at the contractor’s actual incurred cost, without mark-up (Exhibit 1: Line 38.)
There was no protest or appeal filed regarding this procurement.
The Highway Construction and Engineering Division has reviewed the bid submitted by West Construction, Inc., and concurs with the recommendation for award (Exhibit 3). West Construction, Inc. was awarded the contract for C.B. Smith Park Flume Slide Replacement. There are two periodic (interim) performance evaluations that were completed with an average of 2.6 out of a possible rating of 5.0. Initially there were problems with the work of the subcontractors that were being used on the project. Since that time West Construction, Inc. has resolved the issues with its subcontractor and has improved on its performance since the interim performance evaluation. Copies of the vendor performance evaluations are available upon request. A separate agenda item to approve an agreement with the City of Oakland Park for maintenance of the NW 21 Avenue pedestrian bridge over the C-13 Canal is being submitted by the Public Works Department for this commission meeting.
The amounts referenced in this agenda item have been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
