The Spectrum building is located at 2050 Spectrum Boulevard in Fort Lauderdale and identified by Folio Numbers 4942-16-15-0100 and 4942-16-15-0091. It measures approximately 8.56 acres and includes a two-story North Building measuring 64,329 square feet, a four-story South Building measuring 39,306 square feet, a data center measuring 6,255 square feet and 578 parking spaces. The property is located within zoning AIP (Airport Industrial Park District) which permits administrative office use. The property is situated in central Broward County and can be accessed via Commercial Boulevard from I-95 to the east and the Florida Turnpike to the west.
At its December 4, 2018 meeting (Item No. 53), the Board of County Commissioners directed staff to work with Spectrum Investors LLC (Spectrum) to negotiate a potential acquisition. At a meeting on December 12, 2018 between County staff and representatives from Spectrum, Spectrum submitted an "outline to support a Public-Private Partnership (P3)" which included four options on how to develop the property for use by the Broward County Property Appraiser/Value Adjustment Board and Supervisor Of Elections.
An outline of items that must be included in an unsolicited proposal as prepared by the Office of the County Attorney is attached as Exhibit 1. The Office of the County Attorney has opined that the Spectrum submittal meets these requirements. Construction Management Division staff is in the process of evaluating the various facility options proposed by Spectrum, and will submit additional information to the Board of County Commissioners pending final analysis based on additional information forthcoming from Spectrum.
