THE PURCHASING DIVISION AND THE REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS DEPARTMENT/REGIONAL COMMUNICATIONS AND TECHNOLOGY DIVISION RECOMMEND THE APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal for this project (Exhibit 2).
The Broward County Regional Communications and Technology Division seeks a qualified firm to provide software and services for improving the match rate between the County's regional and non-regional Geographic Information Systems (GIS) databases, and the County's Automatic Location Information (ALI) and Master Street Address Guide (MSAG) databases to the National Emergency Number Association (NENA). The minimal match rate goal of 98% will apply to the street name elements such as street number, address name, building, floor and unit landmark name. The qualified firm will identify any inconsistent naming conventions and inaccurate information, then apply remediation methodologies to correct any inconsistencies.
The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services. |
