This motion seeks approval to transfer $1,000,000 from the County Commission Reserve to the Broward Sheriff's Office budget for inmate inpatient care costs. Broward Sheriff's Office has contracted with Correct Care Solutions, LLC, effective September 1, 2018, to provide inmate health services. Under the terms of that contract, Correct Care Solutions, LLC, is not financially responsible for inmate inpatient care costs. According to the Broward Sheriff's Office, inmate inpatient care costs totaling $871,508 have been incurred from September 2018, through January 2019. Broward Sheriff's Office would use the funding transferred by the budget resolution to pay for inpatient care costs incurred through January 2019, as well as future inpatient care costs totaling up to $128,492. It is anticipated that inmate inpatient care costs in fiscal year 2019 will exceed the $1,000,000 transferred by the budget Resolution and that the Board will be asked to approve additional budget transfers for this purpose in the future.
Through August 31, 2018, the Broward Sheriff's Office contracted with Armor Correctional Health Services, Inc., for inmate health services. Under that contract, Armor was responsible for inmate inpatient care costs up to $50,000 per inmate per each injury or illness, per contract year. Costs in excess of the $50,000 threshold were invoiced to the Broward Sheriff's Office. Pursuant to a memorandum of understanding between the Broward Sheriff's Office and the county, $300,000 was provided to the Broward Sheriff's Office through the county's annual budget to pay for inmate inpatient care costs in excess of the $50,000 threshold, referred to as inmate catastrophic health costs. When additional funding beyond the $300,000 provided in the annual budget was required to pay the invoices, the County Commission adopted budget resolutions to transfer additional funds to the Broward Sheriff's Office to pay those invoices. The amounts transferred to the Broward Sheriff's Office to pay for catastrophic inmate care under the prior health services contract are provided by Fiscal Year below. According to the Broward Sheriff's Office, the $300,000 provided to the Broward Sheriff's Office in the county's Fiscal Year 2019 budget will be used to pay invoices for inpatient care provided prior to the expiration of the previous contract but received in Fiscal Year 2019.
