THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION/REAL PROPERTY SECTION AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item relates to activities in the Broward Municipal Services District (BMSD). The BMSD consists of 11.4 square miles with a 2015 estimated population of 14,515.* The Board of County Commissioners is the governing body of the BMSD and the provider of its municipal services that include but are not limited to business development, building permitting and housing development, libraries and parks facilities, roadway maintenance, street enhancements, and zoning and code enforcement.
*Population estimates were obtained from University of Florida, 2015 Bureau of Economic and Business Research and land area was generated by the Planning and Development Management Division GIS Section using the latest annexation information (September 2015).
The vacant parcel of land is identified by Folio Number 4942-32-01-2330, approximately 2,500 square feet, and located east of NW 27th Avenue and south of NW 15th Street in Broward Municipal Services District. This parcel is considered unbuildable due to the area’s zoning, RD-10 Duplex, that requires a minimum lot size of 3,300 square feet per dwelling unit. This parcel is located adjacent to a County-owned parcel identified by Folio Number 4942-32-01-2320, also approximately 2,500 square feet. Once acquired, the County will combine both parcels to create a buildable lot suitable for the development of affordable housing. Once the property is acquired and added to the adjacent county owned parcel, the Housing Finance and Community Redevelopment Division will contract for the construction of a new in-fill affordable single family home.
The current owners purchased the property in 2003. The Broward County Property Appraiser assessed this parcel for ad valorem tax purposes at $6,140 in 2019. There have been no real estate transactions involving this property in the past five years.
The Housing Finance and Community Redevelopment Division is using Community Development Block Grant (CDBG) funds to acquire this parcel at a sales price of $7,500. Environmental assessments Phase I and Phase II were obtained. The findings and conclusions of the Phase II Environmental Assessment report stated that no further investigation was recommended on this parcel.
