THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This project is 100% funded by the United States Department of Transportation (USDOT) Federal Transit Administration (FTA). The Office of Economic and Small Business Development (OESBD) established a Disadvantaged Business Enterprise (DBE) participation goal of 25% for this contract. Advanced Service Management, Inc. is committed to 50% DBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).
This Contract is part of the County’s Transit Bus Stop Sign Replacement Program; the objective is to install new bus stop signs, reinstall existing signs and poles and associated hardware located at multiple bus stop locations throughout Broward County. The work to be performed under this Contract shall consist of all applicable site/civil modifications, installation/embedment of bus stop sign posts in concrete sidewalk, installation of bus stop sign posts in grass/soil and installation of bus stop sign posts on shelters, etc. Furthermore, all work shall be in strict compliance with the Americans with Disabilities Act (ADA). Additionally, this Contract will include the applicable construction activities necessary to implement the bus stop improvements to propel and support the Broward County Transit (BCT) Infrastructure Program, and the inherent goal to improve the signage and information provided to the transit riders throughout Broward County.
The pass-through allowance items of $25,000 will cover $5,000 for irrigation systems, $5,000 for landscaping, and $15,000 for parts, materials and miscellaneous items. Expenditures under these allowance items must be approved by the Contract Administrator and will be reimbursed at the contractor's actual incurred cost, without mark-up.
This procurement carries a 100% Performance Bond and a 40% Payment Bond. The Purchasing Division has confirmed with the surety company that Advanced Service Management, Inc. has the capacity to obtain the required bonds.
BCT reviewed the bid submitted by Advanced Service Management, Inc., and concurs with the recommendation for award (Exhibit 3).
The purchasing agent has researched the prices submitted by the recommended bidder, Advanced Service Management, Inc., and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry (Exhibit 4).
The Director of Purchasing has determined Begus Online, LLC., the low bidder, to be non-responsive for failure to submit Buy America Certification as required by the Federal Transit Administration U.S. Department of Transportation Funding Supplement at the time of bid submission.
The amounts referenced in this agenda were rounded to the nearest whole dollar. Vendor payments will be based on the actual bid amount. The bid tabulation reflects the actual amount of the award.
