THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Value "Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing: and the corresponding goal to "Increase the availability of affordable housing of all types, countywide in every community using effective, uniform criteria, policies and strategies."
Amendments to the five year consolidated plans and annual action plans are needed to accommodate substantial changes requested by HUD, the municipalities and the Housing Finance and Community Redevelopment Division for projects funded with CDBG funds. The changes recommended below effectively provide modifications to two programs. First, the City of Margate funding, which is now administered by the County requires several modifications per HUD's recent direction to the City. Secondly, funding amendments which collectively allow the County's home repair vendor, Segoma Construction Services, Inc., to complete home owner projects currently in the in progress.
Community Development Block Grant (CDBG) Amendments/Changes
A. On August 14, 2018, Agenda Item No. 43, Resolution No. 2018-352, the Broward County Board of County Commissioners (BOCC) approved the Fiscal Year 2018/2019 Department of Housing and Urban Development (HUD) Annual Action Plan (AAP). This included the approval of the County administering the City of Margate's Fiscal Year 2018/2019 Community Development Block Grant (CDBG) funds in the amount of $352,928. HUD has reduced the City's allocation from $352,928 to $167,202 of which $33,440 are administrative funds. The City also has remaining funds and program income from previous years and is requesting that the County administer those funds totaling $534,527 of which $90,284 are administrative funds.
B. On August 14, 2018, Agenda item 27174 No. 43, Resolution No. 2018-352, $255,543 was approved for the Countywide Rehabilitation Program. The Housing Finance and Community Redevelopment Division (HFCRD) is requesting that $20,000 of the $255,543 be reallocated to the Housing Rehabilitation Contract currently administered by Sagoma Construction Services Inc. This will be utilized to complete current home repair projects.
C. On May 23, 2017, No. 26, June 12, 2018 No. 27, and October 23, 2018 No. 36, the BOCC approved the substantial changes to Amend Broward County's Strategic Consolidated Plan for Fiscal Years 2010 - 2014 and Fiscal Years 2015 - 2019 and the accompanying Annual Action Plans for Fiscal Years 2013 through 2017 for the U.S. Department of Housing and Urban Development ("HUD") Community Planning and Development Grants, reprogramming Community Development Block Grant ("CDBG") funding. There were $262,921.88 in County and municipal CDBG funds allocated from several fiscal years balances for CDBG eligible activities and $500,000 allocated to land acquisition for affordable housing. The Division is requesting to reprogram $101,890 of the $262,921 and $235,789 of the $500,000 for a total of $337,679 to the Housing Rehabilitation Contract currently administered by Sagoma Construction Services Inc. This request will enable the County to continue to provide housing rehabilitation services and complete current home repair projects to income eligible homeowners in the County's Municipal Services District and participating small Cities through Sagoma's services.
D. On December 4, 2018, No. 22, the BOCC approved Budget Resolution No. 2018-509 to appropriate revenue in the amount of $75,754 in CDBG funds and allocate the funds to the HFCRD Countywide Housing Rehabilitation Project.
The Division is requesting that $60,604 of the $75,754 be reprogrammed to the Countywide Housing Rehabilitation Contract Program currently administered by Sagoma Construction Services Inc. This request will enable the County to continue to provide housing rehabilitation services and complete current home repair projects to income eligible homeowners in the County's Municipal Services District and participating small Cities through Sagoma's services.
E. The Division also has $151,717 in previously recognized program income allocated to HUD eligible activities. The Division is requesting that the funds be reprogrammed to the Countywide Housing Rehabilitation Contract Program currently administered by Sagoma Construction Services Inc. This request will enable the County to continue to provide housing rehabilitation services and complete current home repair projects to income eligible homeowners in the County's Municipal Services District and participating small Cities through Sagoma's services.
The Housing Finance and Community Development Division published a Public Notice advertising these changes, which will be submitted to HUD after the required comment period and Broward County Board of County Commissioners approval.
