The Office of Economic and Small Business Development (OESBD) did not assign County Business Enterprise (CBE) goals for this procurement because there are no certified CBE firms that can provide this commodity. Although 53 pre-conditioned air units are being requested in this motion to award, the OESBD memo references five Pre-Conditioned Air Units to be solicited; however, there are no goals assigned to this contract (Exhibit 2).
The purpose of this contract is to provide pre-conditioned air units for the Aviation Department at Broward County's Fort Lauderdale-Hollywood International Airport.
On January 10, 2019, the Director of Purchasing rejected the low bidder, Twist, Inc. (Alternative 2), due to not meeting the solicitation's Specifications and Requirements, Section 9, Warranty, which reads: "Warrant all Equipment for five years against design defects beginning on the Date of Delivery." Twist, Inc.'s (Alternative 2) bid included a one-year warranty for the equipment, not the required five years (Exhibit 4).
The solicitation posted on September 19, 2018 and opened on October 24, 2018; four bids were received with no declinations (Exhibit 1).
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The solicitation was originally released for 60 pre-conditioned air units. Due to the Aviation Department's urgent need for pre-conditioned air units, seven pre-conditioned air units were purchased from Verde GSE, Inc. at the unit price provided in its bid, which was approved by the Director of Purchasing.
There is no incumbent or previous contract for this commodity.
