THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board's Value of “Encouraging investments in renewable energy, sustainable practices and environmental protection”.
Motion A:
On September 13, 2011 (Item No. 28), the Board approved the award of open-end contract, Bid No. G0924908B1, for solid waste and recycling services for the Broward Municipal Services District with Choice Environmental Services of Broward, Inc., which was later assigned to Waste Pro of Florida, Inc. Bid No. G0924908B1 was a competitive procurement for an open-end contract based on firm, fixed pricing. The initial five-year contract began on January 1, 2012, and included two, one-year renewal options. Expenditures to date: $1,749,674.
On May 10, 2013, the Director of Purchasing approved an amendment to contract G0924908B1 to provide special instructions to require the contract hauler to open and maintain an account at the designated disposal facility. On May 24, 2013, the Director of Purchasing approved an amendment to contract G0924908B1 to enable Broward County to receive rebates for residential recyclable materials based on an Adjusted Market Value tied to an index.
In a letter dated June 28, 2018, the Solid Waste and Recycling Services Division requested an amendment to Contract No. G0924908B1, Solid Waste and Recycling Services for Unincorporated Broward County (Exhibit 1). The requested changes, noted on page 1 of 3 of Exhibit 1, include amending the processing fees of recycled materials. In addition, the Solid Waste and Recycling Services Division is requesting an amendment to provide for an additional one-year renewal option to the contract to allow sufficient time to secure a replacement contract. It is anticipated that, through a transition from one contract to another, a four to six month period is required to allow a vendor time to purchase additional trucks or steel containers that will be required to service the contract.
Motion B:
On December 9, 2014 (Item No. 50), the Board approved the award of open-end contract, Bid No. F1261301B1, for recycling services for government facilities and parks with Sunshine Recycling Services of S.W. Florida, LLC. Bid No. F1261301B1 was a competitive procurement for an open-end contract based on firm, fixed pricing. The initial three-year contract began on February 1, 2015, and included two, one-year renewal options. Expenditures to date: $598,532.
In a letter dated June 6, 2018, the Solid Waste and Recycling Services Division requested an amendment to Contract No. F1261301B1, Recycling Services for Government Facilities and Parks (Exhibit 2). The requested change, noted on page 3 of 6 of Exhibit 2, includes amending the revenue pay rate structure of processing cardboard, scrap metals, paper, bottles and cans due to a decline in commodity values for recyclables. The contract is scheduled to expire on January 31, 2019 with a one-year renewal option remaining. The awarded vendor, Sunshine Recycling Services of S.W. Florida, LLC., has indicated that they will not be able to renew the contract for the final period unless negotiations can occur to amend the pricing based on current market conditions.
The initial rates established through the competitive bid processes for these current contracts were considered fair and reasonable at the time the contracts were approved in 2011 and 2014, respectively. Supporting articles are provided in Exhibit 3.
