As part of the November 6, 2018, election, Florida’s voters will have a chance to consider the adoption of proposed Amendment 3 to the Florida Constitution. Amendment 3’s ballot summary does not make clear that, if approved, control over the authorization of gambling facilities within Broward County would not be bestowed on Broward County’s voters but rather would be controlled by the statewide electorate. It is also unclear whether the amendment, if approved, would have only prospective application or would also apply retroactively to impact existing pari-mutuel gaming facilities within Broward County. The amendment could have a detrimental impact on current County sources of revenue, whether resulting directly from gaming activities or from tourism related thereto.
Through this Resolution, the Board of County Commissioners expresses its opposition to Amendment 3.
