The Port Everglades Department seeks to piggyback the Florida Sheriffs Association (FSA) Contract No. FSA18-VEF13.0 for the procurement of a Pierce Manufacturing Inc. (Pierce) brand industrial chemical fire apparatus replacement vehicle (Fire Rescue Pumper Truck). The purpose of this contract is to provide a Pierce Fire Rescue Pumper Truck to be operated and maintained by Broward Sheriff’s Office (BSO) Fire Rescue personnel at Port Everglades. The Port Everglades Department is responsible for providing equipment to BSO Fire Rescue. This Fire Rescue Pumper Truck, nearly identical in function and capacity to the existing Pierce-brand Fire Rescue Pumper Truck in operation at Port Everglades since 2006, is specifically engineered to fight fires involving fuel and other flammable liquids and represents a crucial piece of equipment in Port Everglades’ overall firefighting capability. The existing Fire Rescue Pumper Truck is approaching the end of its useful life per the National Fire Protection Association 1901, Standard for Automotive Fire Apparatus which recommends that fire apparatus be decommissioned after 15 years of service, during the last five of which the apparatus is used as a backup/spare.
Broward County Request for Quotation No. OPN2116815Q1 was solicited based on the competitively-awarded contract between the FSA and Pierce. The FSA Invitation to Bid No. FSA18-VEF13.0 provides for the purchase of Fire Rescue Vehicles and Other Equipment. The FSA Invitation to Bid was competitively advertised and ten vendor responses were received. Ten vendors, including Ten-8 Fire Equipment, Inc., were awarded after a public bid opening and review. FSA contract No. FSA18-VEF13.0 went into effect on May 04, 2018 and will expire on March 31, 2020. In accordance with Section 21.135.e of the Procurement Code, the Director of Purchasing is authorized to enter into a contract awarded by a public procurement unit. By purchasing from the FSA contract, the County will benefit from lower costs available through competitive pricing based on volume discounts.
A Pierce-brand industrial chemical fire apparatus was selected as the replacement vehicle based on the investment made to date in specific Pierce component and sub-component training provided to the BSO Fire Rescue Driver-Engineers (operators), specialized training and diagnostic equipment utilized by BSO Fire Rescue mechanics, and current spare parts inventory used for general maintenance of Pierce fire apparatus. Ten-8 Fire Equipment, Inc. (Ten-8), as the sole authorized Pierce dealer in the State of Florida, is the manufacturer's representative for sales, service, and warranty of Pierce products. Pricing submitted by Ten-8 for Quotation No. OPN2116815Q1 is based on the FSA Contract pricing structure for Pierce equipment, which requires 6% discount from the Manufacturer Suggested Retail Price (MSRP). In response to Quotation No. OPN2116815Q1, Ten-8 offered an additional 3% discount to the FSA Contract Price for an overall savings of $76,931. The Purchasing Division has reviewed the prices submitted by Ten-8 and has determined that the prices are fair and reasonable (Exhibit 4).
The Port Everglades Department has reviewed the response submitted by Ten-8 for specification compliance and responsibility and concurs with the recommendation for award (Exhibit 3). No vendor performance evaluations have been completed for Ten-8.
