THE HUMAN SERVICES DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Commission Value of “[A]pproaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “[D]eliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports,” by continuing to provide services to Broward County residents that focus on improving individual and family economic stability.
The recommended Fiscal Year 2019 Family Success Administration Division (FSAD) budget includes $300,000 to continue the provision of financial stability services from the three agencies operating Centers for Working Families (CWF) in Broward County. These centers utilize an evidence-based approach developed by the Annie E. Casey Foundation, using the premise that bundled services in one location helps families achieve meaningful and successful outcomes. CWF services focus on employment placement and retention, financial education and coaching, as well as facilitating access to public benefits and other income supports.
The County has supported and funded CWF since Fiscal Year 2016 by entering into agreements with the three agencies operating a CWF in Broward County: Hispanic Unity of Florida, Inc., Urban League of Broward County, Inc., and Arc Broward, Inc. The three providers served a total of 934 clients from January 1, 2016 through June 30, 2018. Performance measure attainment information is provided in Exhibit 1.
FSAD will develop the agreements using the Human Services' Unit of Service agreement form approved by the Board on September 13, 2018 (Item No. 5A). FSAD staff met with representatives from each agency to negotiate details of the scope of services and outcome measures to be included in the respective agreements. The new agreements will be finalized and approved as to form by the Office of the County Attorney prior to execution by the County Administrator. |
