THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
Pursuant to Section 21.14.d.4 of the Broward County Procurement Code approved by the Broward County Board of County Commissioners (Board) on June 12, 2018 (Item No. 69-PH), the Director of Purchasing now has authority to execute contracts for bid awards in any amount over $500,000 provided that no bidder has been determined to be nonresponsive or nonresponsible, no protests have been filed, more than one bidder has submitted a response, and no Commissioner has expressed an objection within five days after receiving a notice of intended award from the Purchasing Division.
The McIntosh Security Checkpoint 4 Modification project at Port Everglades (Solicitation No. PNC2116172C1), was advertised on April 2, 2018, and bids were opened on May 16, 2016. No CBE goals were established for this project. There were 2 bids received with 0 declinations and no protests filed. The recommended vendor for the award is Kiewit Infrastructure South Co. A notice of intended award was submitted to the Board on July 9, 2018, and no objections to the award were received. The award amount is $1,769,675.00 (including $210,000 in allowances for Permit Fees, Unforeseen Underground Utilities, and Badges and Security Fees). Although 50% of the project cost will be reimbursed by the Florida Department of Transportation (FDOT) through a Transportation Regional Incentive Program (TRIP) Agreement approved by the Board on September 15, 2016 (Item No. 12), with a maximum reimbursement by FDOT of $780,000, the project award, plus other project expenses incurred to date or anticipated, totals $1,968,440. This amount exceeds the $1,560,000 project budget previously approved in the Fiscal Year 2015 and Fiscal Year 2016 Port Everglades capital budgets, thus requiring Board approval to increase the project budget and the budget transfer from reserves for the additional cost.
The McIntosh Road Security Checkpoint 4 Modification project includes the design, permitting, and construction administration of expansion of the existing security checkpoint in the Southport area of Port Everglades. The existing checkpoint consists of four lanes and security booths southbound and two lanes northbound. An additional northbound lane will be added by converting the existing easternmost southbound lane for use by northbound traffic, and replacing that with an additional lane for southbound traffic on the west side of the checkpoint. An extension to the most westerly portion of the checkpoint roof will be required for the new southbound lane including, but not limited to, all necessary foundations, columns, and other structural architectural components and features required to construction the roof extension. The existing security booths and restroom will not be replaced.
