This item is in furtherance of the following Commission Strategic Plan Values and Goals: ". . .acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community. . ." and "[S]eek funding for, implement policies and pursue projects promoting, the use of alternative energies and sustainable practices."
Section 20.31.b.3, Broward County Administrative Code, authorizes the County Administrator to execute any and all grant agreements on behalf of the Board during any scheduled Board recess, and during any period of time when the Board does not formally meet and non-action by the County would jeopardize receipt of a grant. The County Administrator must provide notice of all grant agreements executed during the Board’s absence in a report at the first formal meeting after the Board returns.
Since the Board's last scheduled meeting on June 12, 2018, the County Administrator executed the following grant agreements/amendments after County Attorney's Office review and approval as to form:
(1) Cultural Division (CD) grant agreement (Exhibit 1) with Florida Division of Cultural Affairs in the amount of $9,885 (Budget Resolution, Exhibit 2) to provide general public purpose program support to execute a minimum of two events between July 1, 2018 and June 30, 2019.
(2) Human Services Department (HSD) Amendment 1 to the grant agreement (Exhibit 3) with the Broward Behavioral Health Coalition (BBHC) to provide mental health and substance abuse services for adults, in the amount of $4,333,231 (Budget Resolution, Exhibit 4) between July 1, 2018 to June 30, 2019.
(3) Human Services Department (HSD) grant agreement (Exhibit 5) with the Broward Behavioral Health Coalition (BBHC), in the amount of $459,958 (Budget Resolution, Exhibit 6), to provide mental health services for adults with severe and persistent mental illness between July 1, 2018 to June 30, 2019.
(4) Environmental Protection & Growth Management Department (EPGMD) agreement with U.S. Department of Homeland Security (DHS) in the amount of $376,313 (Budget Resolution, Exhibit 7) to conduct "biowatch" field operations & sample collection activities between July 1, 2018 to June 30, 2019.
(5) Environmental Protection & Growth Management Department (EPGMD) agreement with the Environmental Protection Agency (EPA) in the amount of $168,828 (Budget Resolution, Exhibit 8) to support activities protecting air quality between June 18, 2018 to September 30, 2018.
(6) Human Services Department (HSD) Anti-Human Trafficking Community Outreach agreement (Exhibit 9) with the Florida Department of Juvenile Justice (DJJ), effective July 1, 2018 through June 30, 2019, in the amount of up to $99,928 (Budget Resolution, Exhibit 10), to provide youth empowerment group therapy, case management, outreach and prevention assessment tools.
(7) Human Services Department (HSD) agreement (Exhibit 11) with the Florida Coalition Against Sexual Violence (FCASV), in the amount of $25,015 (Budget Resolution, Exhibit 12), to provide sexual assault recovery services to primary and secondary victims, between July 1, 2018 and June 30, 2019.
(8) Human Services Department (HSD) Amendment 2 to the agreement (Exhibit 13) with Florida Coalition Against Sexual Violence (FCASV), in the amount of $193,715 (Budget Resolution, Exhibit 14), increasing the total award amount to $586,744, providing nine core sexual assault victim services between July 1, 2018 and June 20, 2019.
(9) Human Services Department (HSD) agreement (Exhibit 15) with the Florida Network of Children's Advocacy Centers (FNCAC), in the amount of $8,922 (Budget Resolution, Exhibit 16), to provide forensic medical examinations to 36 youth victims of sexual assault by non-caregivers, between June 30, 2018 and July 1, 2019.
