THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/ CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Value of "encouraging investments in renewable energy, sustainable practices and environmental protection", with the Goal to "proactively lead in the planning, design and construction of projects supporting resilience and climate adaptation, including coordination with other entities to foster resilient design as part of local and regional projects, especially shore protection efforts".
The solicitation will engage the services of a qualified firm to provide comprehensive architectural and engineering services for the Broward County's Medical Examiner's Office and Broward Sheriff's Office Crime Laboratory Facility. This will be a deliberately phased agreement that will be divided into pre-design and design services. The project entails the programming, needs assessment and site analysis of the facility, in the City of Fort Lauderdale, Florida. The project is currently intended to be constructed on a vacant parcel of approximately seven acres.
On December 12, 2017 (Item No. 76), the Board approved Request for Proposals (RFP) No. S2115731P1, Consultant Services for Broward County’s Medical Examiner's and Broward Sheriff’s Office Crime Laboratory Combined Facility. The RFP was advertised and at the time of the opening deadline, 5:00 p.m. on February 23, 2018, six firms submitted proposals.
On April 20, 2018, an Initial Evaluation Committee meeting was held. The Evaluation Committee determined that all six firms were both responsive and responsible to the RFP requirements and would proceed to final evaluation.
On May 7, 2018, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the Evaluation Committee named Leo A. Daly Company as the first-ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from May 9, 2018 through May 11, 2018, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.
On May 11, 2018, an objection letter was received by the Director of Purchasing from Saltz Michelson Architects through its legal representative, Becker & Poliakoff (Exhibit 4).
On May 29, 2018 a letter was received by the Director of Purchasing from Gordon & Rees Scully Mansukhani, on behalf of Leo A. Daly Company, the first-ranked firm responding to the objection letter submitted by Becker & Poliakoff for Saltz Michelson (Exhibit 5).
On July 18, 2018 the Director of Purchasing issued a response to Becker and Poliakoff's Objection Letter (Exhibit 6) .
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from July 26, 2018 through August 1, 2018, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
