THE PURCHASING DIVISION AND THE HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not assign Small Business Enterprise (SBE) or County Business Enterprise (CBE) goals for this procurement, due to no certified SBEs available to provide these services and no CBE subcontracting opportunities for CBE contractors (Exhibit 2).
The purpose of this contract is to provide the furnishing of all labor, materials, equipment, and incidentals required for the delivery of ready mixed concrete to Broward County construction job sites.
The initial bid submitted by the single bidder FG Construction, LLC was $380,850; the vendor offered a voluntary price reduction of $3,800, which reduced its total estimated annual amount to $377,050 (Exhibit 1). The Broward County Procurement Code, Section 21.30.f.2(c), allows for acceptance of a voluntary reduction after bid opening, if such reduction does not result in the modification or deletion of any condition of the bid.
The Highway and Bridge Maintenance Division reviewed the bid submitted by the single bidder, FG Construction, LLC, and concurs with the recommendation for award (Exhibit 3).
Three performance evaluations for FG Construction, LLC were completed; they have an overall average rating of 4.16 out of a possible 5.0. Copies of the vendor’s performance evaluations are available upon request.
The bid was advertised on March 9, 2018 and opened on March 30, 2018; one bid was received with zero declinations (Exhibit 1). The bid opening date was originally scheduled for March 23, 2018. In an effort to conduct outreach to potential bidders, the bid opening date was extended to March 30, 2018 to allow for vendor outreach; however, the solicitation resulted in the receipt of a single bid submittal by FG Construction, LLC. It has historically been a challenge for obtaining multiple bidders for the services needed for this procurement. Therefore, staff emailed potential vendors about the release of this solicitation prior to its opening. The limited responses from potential bidders are due to this contract requiring the delivery to be countywide as opposed to the delivery requirements being more confined to a certain geographical location.
On June 9, 2015, Contract No. L1315104B1, Ready Mixed Concrete was awarded to single bidder FG Construction, LLC, and the contract term started on the date of award and is due to expire on June 8, 2018. Total expenditures on the contract are approximately $679,438.
