This item supports the Board's Value of “Ensuring economic opportunities for Broward's diverse population and businesses” and Goal to “Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental and community needs.”
This procurement was solicited to engage the services of a qualified managing general contractor for the construction of Cruise Terminals 2 and 4 parking garage improvements at Port Everglades. The project is currently under design by Cartaya and Associates, Architects, P.A. under an agreement approved by the Board on January 10, 2017 (Item No. 22). The project includes a new multi-story parking structure west of Cruise Terminal 4 and elevated horizontal pedestrian connector from the new garage to Cruise Terminal 2. The managing general contractor will be responsible for pre-construction and construction services.
On March 7, 2018, a Combination Initial and Final Evaluation Meeting was held. The Evaluation Committee determined that all four firms were both responsive and responsible to the RFP requirements. After presentations, evaluation and scoring, the Evaluation Committee named Stiles Pirtle Joint Venture as the first-ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from March 9, 2018 through March 13, 2018, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from March 14, 2018 until March 20, 2018, which provides an opportunity for any aggrieved proposer to file a formal protest. Contingent upon no protest being timely filed and contingent upon the Board's approval of the ranking, staff will proceed with negotiations.
