THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Value of "Cultivating community culture, arts, recreation and life-long learning" and the corresponding goals to "[I]n coordination with our community partners, market and deliver world-class recreational opportunities" and "[I]mprove access to. . . recreational opportunities and amenities to the economically disadvantaged."
The Office of Economic and Small Business Development did not assign goals to this solicitation based on the scope of services involved, the fact that is a revenue-generating project, and Broward County funds will not be used.
This procurement was solicited to engage the services of a qualified firm to finance, design, construct, operate, and maintain one or more mini-soccer complex(es) at Tradewinds Park and Brian Piccolo Park. The initial term of the agreement is for twenty years with two additional five-year renewal periods, for a total potential contract term of 30 years. The reason for this contract term is to allow the vendor to recoup their capital improvements and other investments into the project.
On May 2, 2017 (Item No. 20), the Board approved Request for Letters of Interest (RLI) No. R2113880R1, Mini Soccer Complex(es) at Tradewinds Park and Brian Piccolo Park. One firm submitted a proposal in response to the RLI.
On August 23, 2017, a Combination Shortlist and Presentation Ranking was held. The Selection Committee short-listed and accepted the single ranked firm, U.S. Soccer 5, LLC.
On October 3, 2017 (Item No. 29), the Board approved the Selection Committee's final ranking of the qualified firm and authorized staff to proceed with negotiations.
Four Sunshine Negotiation meetings were held to negotiate this Agreement: October 24, 2017; November 8, 2017; November 29, 2017 and December 14, 2017. These meetings were attended by representatives of U.S. Soccer 5, LLC., the County Attorney’s Office, the Purchasing Division and the Broward County Parks and Recreation Division.
