THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
Motion A
On August 11, 2015, (Item No. 5), the Board approved the HUB Parking Technology Software and Equipment Maintenance Agreement between Broward County and HUB Parking Technology USA, Inc. ("HUB"), in an estimated not to exceed amount of $11,250,000 to provide software and equipment maintenance for the Parking Access and Revenue Control System at FLL. The Maintenance Agreement includes $7,000,000 for support and maintenance services and $4,250,000 was budgeted for Optional Services to complete the License Plate Recognition ("LPR") project and to support equipment replacement and upgrades.
This action approves the First Amendment to the Maintenance Agreement to provide additional detail regarding the requirements for managed services and certain security provisions, to update the insurance requirements and work authorization authority, to update the exhibits to reflect the currently supported software and equipment, and to provide other agreed upon modifications. The inclusion of these additional services requires updated requirements to the Agreement to protect County information networks, including the application of current industry protection strategies that were not included in the original 2002 and 2005 agreements under which the parking system was originally installed.
The First Amendment also allows the County, through its Contract Administrator, to request Trustwave Endpoint Protection File Integrity Monitor Module. Support and maintenance for such additional modules will be included in the existing Support and Maintenance Services at no additional cost to the County, with the exception of a one-time cost of $5,760 for 27 servers and 25 workstations, inclusive of license, installation, and configuration.
Motions B through E
These actions approve four Work Authorizations to support equipment upgrades and replacement within the Parking Access and Revenue Control System at FLL. The Work Authorizations have a total cost of $2,615,575 for implementation and less than $200,000 annually for ongoing support and maintenance, and funds are budgeted under Optional Services and Support and Maintenance Services; therefore, no increase is required to the total Maintenance Agreement amount.
Work Authorization No. 22 replaces aging and outdated parking access and payment equipment in the Cypress Garage. Modern exit gates and automated payment stations are being implemented to better serve the public parking in this garage.
Work Authorization No. 23 implements LPR parking technology in all three Airport garages. LPR provides increased fraud protection and will be key to planned future offerings of reserved parking and parking loyalty programs.
Work Authorization No. 24 implements Europay MasterCard Visa ("EMV") technology for credit card processing by replacing automated pay stations with EMV compatible stations, and modifying customer interfaces at existing cashier stations. EMV processing has become a world standard and is required to defer liability to the issuing banks for fraudulent credit card use. Implementing this technology provides a safer, more secure, credit card processing for both the customer and the Airport, and reduces the Airport's exposure to fraudulent credit charges.
Work Authorization No. 25 replaces parking access equipment and electronic signs based on age and condition assessments and which have potentially become more costly to maintain than to replace.
All equipment has been evaluated by Broward County Aviation Department, SP Plus Parking (the Airport's parking operator), and HUB. The equipment was ordered by HUB and received by BCAD for beneficial use before negotiations for the Work Authorizations concluded. No payment has been made to date for any of the equipment or services involved in the Work Authorizations.
The Amendment and Work Authorizations in this action were negotiated during Sunshine meetings held on March 14, and March 22, 2018, which were attended by representatives from HUB, the County Attorney's Office, and the Aviation Department.
The proposed Amendment and Work Authorizations have been reviewed and approved as to form by the Office of the County Attorney and the Risk Management Division.
