THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
Motion A
This action will amend the Software Support and Maintenance Agreement ("Agreement") between the County and SSI to increase Optional Services in the amount of $200,000 and to increase the delegated authority for Optional Services purchases.
On April 15, 2015, the Director of Purchasing executed the Agreement with SSI for software support and maintenance for an initial three-year term with two one-year extensions.
On March 23, 2017, the Director of Purchasing approved the First Amendment to the Agreement providing for the transition of the ILS system to a software-as-a-service solution.
On December 12, 2017, the Board directed the Broward County Aviation Department ("BCAD") to devise a plan of action for a comprehensive emergency response training program for all employees at Broward County's Fort Lauderdale-Hollywood International Airport ("FLL"). BCAD staff determined that the best method for the training is a computer-based learning module to be offered to the nearly 15,000 employees comprising the FLL airport community. As SSI has produced previous computer-based learning modules for training of FLL employees, BCAD engaged their services to formulate the emergency response training as part of the current Agreement. Additional information on SSI is included as Exhibit 3.
The proposed Second Amendment increases the Optional Services not-to-exceed amount in the Agreement in the amount of $200,000 to provide an emergency response training computer-based learning module. The Second Amendment also increases the delegated authority for the Contract Administrator for Optional Services purchases from $30,000 to a maximum of $50,000 to bring the Agreement up to date with approval levels in similar software agreements.
The proposed Second Amendment was reviewed and approved as to form by the Office of the County Attorney and the Risk Management Division.
Motion B
Approval of this motion will allow the County Attorney to draft an Ordinance amending various sections of the Broward County Code of Ordinances to add provisions mandating emergency response training, as established by BCAD and SSI, to the nearly 15,000 employees comprising the FLL airport community. The County Attorney should also add any and all provisions deemed necessary for the implementation of such mandatory training.
