THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This recommendation supports the Commission Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Goal to “Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent supportive housing for persons experiencing, or at risk of, homelessness.” The funding reallocations will allow for non-profit organizations to provide special needs and behavioral health services for children and their families. The action will ensure the most effective and efficient use of currently budgeted resources to serve the greatest number of children by organizations that have a proven record of accomplishments.
On August 22, 2017 (Item No. 12), the Board approved appropriations and disbursements for Fiscal Year 2018 Agreements with nonprofit organizations and governmental entities for various human services (Resolution 2018-383). Since then, contract utilization patterns and client demand demonstrate a need for increased services, necessitating reallocation of existing Children's Services 2018 Fiscal Year Funding (Exhibit 1, Attachment A). Approval of the Board is required due to an increase in the funding level in accordance with the 2018 Unit of Service Shell Agreement.
All providers were awarded an Agreement via a fair, open and competitive procurement process administered by the Human Services Department. The Community Partnerships Division in conjunction with the Children’s Services Advisory Board (CSB) recommend reallocating funds from underutilized Agreements to meet the current needs. Exhibit 1, Attachment A includes the specific Agreements to be increased and the proposed amounts; also included is the CSB recommendation (Exhibit 2).
The recommended agencies are meeting outcomes and performance measures. |
