The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal (Exhibit 2).
Broward County (County) currently offers a legal insurance services plan (Plan) to all employees. The Human Resources Division seeks to engage a qualified legal expense insurance plan provider to offer a comprehensive legal insurance service Plan to its benefit-eligible employees at affordable rates. Group Prepaid Legal Insurance has no fiscal impact to the County and is a voluntary plan that is 100% paid by enrolled plan participants.
On October 27, 2017, the Human Resources Division notified the Director of Purchasing that the solicitation omitted specific criteria for the Evaluation Committee to score the responses based on the current plan design.
On December 5, 2017 (Item No. 58), a motion was approved to reject all the proposals for Request for Proposals (RFP) No. R2114349P1, Group Prepaid Legal Insurance Services and approve the extension of the current Agreement No. R1048101R1 on a month-to-month basis not-to-exceed six months, to allow for the rebid and award of a new agreement.
The RFP method of procurement was selected for the rebid solicitation to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services (Exhibit 1).
Exhibit 3 provides a list of the revisions to the new solicitation from the previous solicitation in which the Board approved the recommendation to reject all proposals to allow staff to revise the evaluation criteria and resolicit.
Delegating authority to the County Administrator to approve the final ranking, and authorize the Director of Purchasing to execute the Agreement will allow time to transition, coordinate, and distribute materials and Plan information to County employees prior to the next Open Enrollment.
