THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE ACTION.
This action supports the Commission's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the Goal to "Effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care."
Retroactive approval of this Master Contract is being requested as the approved contract document was not received until February 23, 2018.
The Elderly and Veterans Services Division (EVSD) has been the lead agency for aging services in Broward County since October 1, 1985. EVSD administers various programs through agreements with the Council, providing case management and health support services. EVSD also subcontracts with home health and other community agencies for the provision of in-home and adult day care services. Functionally impaired individuals, 60 years of age and over, are eligible for services.
The Master Contract is a non-financial agreement that sets forth the general terms and conditions to which all other agreements with the Council will be subject. These agreements are funded by local, the State of Florida General Revenue and Federal Older Americans Act dollars. The agreements provide funding for Community Care for the Elderly (CCE), Home Care for the Elderly (HCE), and Alzheimer's Disease Initiative (ADI). This Master Contract is effective January 1, 2018 to December 31, 2020.
The Council is acting on behalf of the State of Florida. This Agreement is in the State’s and Council’s agreement format, thus the Council will sign last. The County Attorney's Office has reviewed and approved this Master Contract as to form.
