THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not assign County Business Enterprise (CBE) goals to this procurement because there are no CBE firms available to supply these products, and there are no subcontracting opportunities for CBE firms (Exhibit 2).
The purpose of the contract is to provide traffic signals and accessories for the Traffic Engineering Division to utilize for continuity of operation, maintenance and repair of signalized intersections, school flashers and some street lights within Broward County.
The Traffic Engineering Division reviewed the bid submitted by Transportation Control Systems, Inc. and concurs with the recommendation for award (Exhibit 3).
Five vendor performance evaluations were completed for Transportation Control Systems, Inc.; the firm has an overall rating of 4.38 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.
The initial bid submitted by Transportation Control Systems, Inc. was $189,115; the vendor offered a voluntary price reduction for Items 20 - 22, for Blankout Sign Symbols, from $2,950 each to $2,650 each, resulting in a savings of $3,600 and a revised total estimated annual amount of $185,515. The Broward County Procurement Code, Section 21.30.f.2(c), allows for a voluntary price reduction of the bid price, if the reduction does not result in the modification or deletion of any condition of the bid.
The Purchasing Division researched the prices submitted by the recommended bidder, Transportation Control Systems, Inc., and determined that the prices submitted are fair and reasonable in comparison to the previous Broward County contract.
Incumbent: Transportation Control Systems, Inc.; Contract Number and Title: M1277510B1, Traffic Signals and Accessories; Contract Term: November 24, 2014, through February 23, 2018. Expenditures to Date: $311,557.
There was no protest or appeal filed regarding this procurement.
