THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's value of "Ensuring economic opportunities for Broward's diverse population and businesses" and its goal to "Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs."
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 25% for this project. Bermello, Ajamil & Partners, Inc. committed to a 25% CBE participation, which the OESBD reviewed and approved (Exhibit 3).
This Agreement provides for professional consulting services for the 2018 update to the Broward County Port Everglades Master/Vision Plan. As the Port continues to have success in growing its market share, it is imperative that the ever changing market trends for its four core business sectors: containerized cargo, dry/neo-bulk cargo, liquid bulk (petroleum) cargo, and cruise, be evaluated and analyzed for the next 20-year planning horizon. This 20-year planning horizon will remain with the five-year Master Plan for the period Fiscal Years 2019 to 2023; the ten-year Vision Plan for the period Fiscal Years 2024 to 2028 and the 20-year Vision Plan for the period Fiscal Years 2029 to 2038. The 2018 Port Everglades Master/Vision Plan Update analysis should result in a market driven, phased road map for guiding cost-feasible capital investments in the Port's facilities over the next 20 years.
On April 25, 2017 (Item No. 64), the Board approved Request for Proposals (RFP) No. R2113514P1, 2018 Port Everglades Master/Vision Plan Update. Two firms submitted proposals in response to the RFP.
On August 31, 2017, a combination Initial and Final Evaluation Meeting was held. The Evaluation Committee reviewed and evaluated proposals submitted by the two firms that were determined to be responsive and responsible to the requirements of the RFP. After presentations, evaluation and scoring, the Evaluation Committee named Bermello, Ajamil & Partners, Inc. as the first-ranked firm.
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from September 5, 2017 through September 7, 2017, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from September 8, 2017 through September 14, 2017, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
On September 26, 2017 (Item No. 31), the Board approved the Evaluation Committee's final ranking of the qualified firms and authorized staff to proceed with negotiations.
Two Sunshine meetings were held to negotiate this Agreement: October 18 and October 26, 2017. These meetings were attended by representatives of Bermello, Ajamil & Partners, Inc., and staff from the Port Everglades Department, OESBD and the Purchasing Division.
