THE HUMAN SERVICE DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THIS MOTION.
This item supports the Board's Value of "Approaching human services collaboratively and compassionately with special emphasis on the most vulnerable," and the Goal to "Effectively advocate for and acquire municipal, state and federal financial support to equitably address the health and human services needs of the entire community, through a truly coordinated system of care." This MOU is required as part of CSBG funding which will effectively impact employment and training activities to minimize poverty in Broward County.
Workforce Investment and Opportunity Act (WIOA) requires a restructuring of the workforce system to create integrated one-stop career centers which include representation from all the one-stop partners as described in WIOA and one-stop center customer access to all one-stop partner programs.
The U.S. Department of Labor, Education, and Health and Human Services published the Joint WIOA Final Rule governing the integration of partner services and the methodology for sharing and allocating infrastructure costs in connection with the one-stop system administered by Local Workforce Development Boards. Implementation by January 2018, through the execution of memoranda of understanding and infrastructure funding agreements (IFA), is required under the Joint WIOA Final Rule. CareerSource is the administrative entity for the CareerSource Council of Elected Officials (Council) and the Broward Workforce Development Board (BWDB). Employment and training activities under the CSBG program is a requirement under the Joint WIOA Final Rule.
The MOU must describe the services to be provided, contain the one-stop operating budget, and outline how infrastructure and additional costs are funded. The Joint WIOA Final Rule also requires the IFA to be consistent with each partner's program laws and regulations, and with the Federal Cost Principles in the Uniform Guidance.
The County, through its Family Success Administration Division, elected to meet its access and participation obligation under the Joint WIOA Final Rule by making available a direct linkage through technology to CSBG staff who can provide meaningful information or services. The County and CareerSource identified the cost of maintenance of a partner page on the one-stop website as an appropriate cost item, and that cost will be reflected on the IFA which will be part of the MOU.
The CSBG grant agreement between the County and the State of Florida Department of Economic Opportunity also requires that such MOU be executed and maintained as one of the program's tasks.
Since CareerSource is the lead agency, the MOU will be in its format. The MOU will be reviewed and approved as to form by the Office of the County Attorney prior to approval and execution by the County Administrator. The insurance provisions for the MOU will be reviewed and approved by the Risk Management Division.
