THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
The purpose of this solicitation is to engage the services of a qualified firm to manage and coordinate the safe and expeditious movement of aircraft traversing between the movement areas, the commercial air carrier ramps and remote parking areas at the Broward County Fort Lauderdale-Hollywood International Airport (FLL). Services will include providing ground traffic management for ingress and egress to aircraft gates and remote parking areas. The firm will also participate in various coordination meetings and collaborate with Broward County Aviation Department staff, Federal Aviation Administration staff, and other FLL stakeholders to develop best management operational practices and procedures.
On June 6, 2017 (Item No. 65), the Board approved the Request for Proposals (RFP) No. A2114410P1, Airport Ramp Control Services. One firm submitted a proposal in response to the RFP.
On October 13, 2017, a Combination Initial and Final Evaluation Committee meeting was held. The Evaluation Committee named Robinson Aviation (RVA), Inc., the current service provider, as the single ranked firm (Exhibit 1). The Combination Initial and Final Evaluation Committee meeting was originally scheduled on September 15, 2017. Due to Hurricane Irma, the meeting was cancelled therefore delaying the Evaluation Committee meeting and this subsequent agenda item. The current Agreement expires on December 18, 2017.
The Evaluation Committee's proposed recommendation of ranking will be posted on the Purchasing Division website from October 16, 2017 through October 18, 2017, which provides an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposer. Because there was only a single proposer, who is the current service provider, it is anticipated that no additional information will be submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking will be posted on the Purchasing Division website from October 19, 2017 through October 25, 2017, which provides an opportunity for any aggrieved proposer to file a formal protest. Because there was only a single proposer, who is the current service provider, it is anticipated that there will be no protest filed within this timeframe. Upon conclusion of the protest period, the County will move forward with negotiations with the single proposer.
