CULTURAL DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board's value of "Cultivating community culture, arts, recreation and life-long learning" and goals relating to providing diverse artistic, cultural, educational and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community.
On March 26, 1985 (Item No. 48), the Board approved an Agreement, for the period January 1, 1985, through December 31, 1987, for the creation of the SFCC among Broward, Miami-Dade, Monroe, and Palm Beach counties to develop, coordinate, and promote the arts across county lines. The agreement was subsequently amended in 1988, 1991, and 1992, respectively, to: (1) Modify the budget to coincide with the County’s Fiscal Year; (2) Add Martin County as a member of the SFCC; and (3) Allow Palm Beach County to designate Palm Beach County Cultural Council as its representative on the SFCC.
On June 3, 2014 (Item No. 64), the Board approved the newly proposed ILA, for a 30-year term commencing upon complete execution of the Agreement by all parties, with automatic one-year renewals thereafter until terminated in accordance with the terms of the Agreement. The proposed Agreement has been signed by Palm Beach County on June 7, 2011, Monroe County on June 19, 2013, Martin County on May 16, 2016 and Miami-Dade County on September 19, 2016.
Section 7 of the Agreement requires that for each fiscal year, the SFCC shall submit to the Board its Annual budget request (Exhibit 1). Section 8 of the Agreement requires the SFCC to submit to the Board an Annual Financial Report (Exhibit 2), and Section 19 requires that the SFCC report on past and proposed activities (Exhibit 3) of the SFCC.
Broward County’s Fiscal Year 2018 contribution of $75,000 will be used for artist fellowship awards in Broward County, exhibition and catalog of artist fellowship award winners as outlined in Exhibit 1, and the Arts in Education Initiative which includes a Regional Teaching Artist Certification Program.
In the past years, the Board requested that all five counties provide cash contributions and that Broward County not contribute to an at-large artist fellowship. The Fiscal Year 2018 budget reflects that both requests by the Board have been met.
For the Fiscal Year 2018 budget, the cash contributions from other consortium members are as follows: Miami-Dade County $175,000; Palm Beach County $26,000; Martin County $1,000; Monroe County $1,000; in addition to $15,000 from the SFCC.
