THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) determined that this project is 100% funded by the Federal Transit Administration (FTA), and because federal dollars are applicable, the project is subject to the requirements of Title 49 CFR Part 26. The County has established an overall Disadvantaged Business Enterprise goal of 26.7% for federally funded transportation projects (Exhibit 2).
The purpose of this contract is to provide information technology temporary personnel services for the Transit Division. Firms will provide temporary information technology personnel for various positions. The vendor will provide personnel who have been prescreened for eligibility to work in the United States. Candidates must meet the qualifications and have the knowledge, formal education, training, licenses, skills and abilities as outlined in the solicitation.
Award of this contract may be made to the three lowest priced responsive, responsible vendors; however, it is the intent of the County to place orders with the lowest priced vendor per line item. Individual line item awards and subsequent assignments of information technology professionals will be extended to the vendor offering the lowest hourly rate for the position required. The lowest priced vendor will be designated as the primary vendor per line item; the next low vendor will be designated as the secondary vendor per line item; and the third low vendor will be designated as the tertiary vendor per line item (Exhibit 5).
The allowance item included in this contract, in the amount of $17,500, is for mileage reimbursement when assigned personnel are required to leave their Broward County Transit facility base location and relocate to work at another Transit facility within the same work day. Expenditures under this allowance item must be approved by the contract administrator, or designee, and will be reimbursed at the rate established in the Florida Statutes, Section 112.061, for the period in which the mileage was incurred at the actual incurred mileage, without mark-up.
The Transit Division has reviewed the bids submitted by the bidders and concurs with the recommendation for award (Exhibit 3). One performance evaluation was completed for The Little Group Ltd. Co LLC DBA Exclusive Network Enterprises; the firm has a rating 4.04 out of a possible 5. Copies of the vendor performance evaluations are available upon request. No performance evaluations were completed for 4 Best Business Corp. and Paramount Solutions & Global Services, Inc. DBA Paramount Solutions, Inc.
The purchasing agent has researched the prices submitted by the recommended bidders, 4 Best Business Corp., The Little Group Ltd. Co LLC DBA Exclusive Network Enterprises, and Paramount Solutions & Global Services, Inc., and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry in comparison to the previous Broward County contract (Exhibit 4).
Incumbents: Atrium Personnel, Inc. DBA TransHire, Insure-A-Temp, Inc. DBA TBH Employment & Consulting Services NMSC, Inc., Storsoft Technology Corp., Techno-Transfers of Florida, Inc., and The Little Group DBA Exclusive Network Enterprises., Contract Number and Title: V1222015B1, IT Temporary Personnel Services for Transit. Contract Term: July 12, 2014 through July 11, 2017, with a 90-day extension until October 11, 2017. Expenditures to date: $1,756,975.
