THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND THE APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a 15% County Business Enterprise (CBE) participation goal for this project. Kimley-Horn and Associates, Inc. has committed to 15% CBE participation, which the OESBD reviewed and approved (Exhibit 3).
This Agreement provides a consultant to prepare and provide a complete design package, per applicable Florida Department of Transportation (FDOT) and Broward County Standard Indexes, Manuals and Guidelines, for the project associated with the design of a six-lane roadway on Wiles Road from University Drive to Riverside Drive. Broward County and FDOT will share the project costs in regards to the County Incentive Grant Program Agreement. Projected design components will include roadway widening and reconstruction, street lighting, landscaping, irrigation, designated bicycle lanes, signalization, drainage and other associated improvements.
On March 14, 2017 (Item No. 80), the Board approved the Request for Proposals (RFP) No. R2113749P1, Design Services for Wiles Road from University Drive to Riverside Drive. Seven firms submitted proposals in response to the RFP.
On May 12, 2017, a Combination Initial and Final Evaluation Committee meeting was held. The Evaluation Committee named Kimley-Horn and Associates, Inc. as the first ranked firm.
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division's website from May 16, 2017 through May 18, 2017, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division's website from May 19, 2017 through May 25, 2017, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no additional information submitted within this timeframe.
On May 23, 2017 (Item No. 67), the Board approved the Evaluation Committee's final ranking of the qualified firms and authorized staff to proceed with negotiations.
Three Sunshine meetings were held to negotiate this Agreement: June 20, 2017; June 23, 2017; and June 28, 2017. These meetings were attended by representatives of Kimley-Horn and Associates, Inc., the Highway Construction and Engineering Division, and the Purchasing Division.
