THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board's Value of "Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the Goal to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports." This item provides assistance to one of the most vulnerable populations, individuals impacted by addiction. Medication Assisted Treatment (MAT) is an evidence based practice that has been shown to significantly increase the success rate of recovery for those facing addiction challenges.
The Center for Disease Control and Prevention (CDC) declared the national opioid crisis to be an epidemic and Governor Rick Scott officially declared the Florida opioid epidemic to be a public health emergency. This funding will provide critical medication assisted substance abuse treatment to Broward County residents.
This agreement with the Florida Alcohol and Drug Abuse Association (FADAA) provides pass-through funding received from DCF under the State Targeted Response to the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Administration’s (SAMHSA) Opioid Crisis Grant, to provide VIVITROL and treatment services for an anticipated 20 DCF-eligible individuals medically qualified to participate in BARC’s MAT program. BARC will be reimbursed for medication treatment services according to unit rates established in the Agreement.
As pass through reimbursement grant funding, no cure for termination is provided in the Agreement. However, FADAA is obligated to pay for all services accrued and unpaid at the time of termination.
This Agreement will renew annually on the anniversary of the execution date upon written mutual agreement, as long as funding through DCF is available. The Agreement does not guarantee a certain amount of funding, since the amount of funds depends upon the amount available from DCF as funded by the State Legislature, the number of agencies FADAA awarded funds to, and the rate of usage by awarded agencies. BARC estimates $225,000 may be available annually. All of these factors are fluid and will impact the funds available under this Agreement. The annual funding allocation coincides with the State’s 2018 Fiscal Year of July 1 through June 30, and is assessed and reallocated annually with the State’s Fiscal Year. FADAA provides for adjustments as necessary throughout the year.
This Agreement is in FADAA’s format and it will sign last, following approval of the Board of County Commissioners. The Agreement has been reviewed and approved as to form by the Office of the County Attorney and Risk Management Division.
