THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
This procurement was solicited to engage the services of a qualified architectural firm (consultant) to provide professional architectural and engineering services for the design of the Lauderhill Mall New Transit Center. Services include analysis, design and construction support services. The consultant shall also provide inspection and materials testing services for the construction phase of the project. The project entails the development of a new transit center within the Lauderhill Mall, in the City of Lauderhill, to serve over 8,000 transit passengers daily. The empty parcel is approximately 68,000 square feet (or 1.5 acres). The facility will accommodate a minimum of ten bus bays to be utilized by the 40-foot and 42-foot fixed buses and 60-foot articulated buses. The bus bays will also be shared by coach and community buses.
On May 2, 2017 (Item No. 21), the Board approved the Request for Proposals (RFP) No. R2114326P1, Architectural and Engineering Services for Lauderhill Mall New Transit Center. The RFP was advertised and at the time of the opening deadline, 5:00 p.m. on May 31, 2017, three firms submitted proposals.
On August 3, 2017, a Combination Initial and Final Evaluation Committee Meeting was held. The Evaluation Committee determined that all three firms were both responsive and responsible to the RFP requirements. After presentations, evaluation and scoring, the Evaluation Committee named Saltz Michelson Architects, Inc. as the first-ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from August 7, 2017 through August 9, 2017, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from August 10, 2017 through August 16, 2017, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
