The Office of Economic and Small Business Development did not establish goals for this procurement for Small Business Enterprises under the Sheltered Market Program, or assign County Business Enterprise participation goals based on a review of products and services required (Exhibit 2).
The purpose of this contract is to provide trolley rail replacement and rehabilitation of the container crane, identified as SP-7, located at Broward County Port Everglades Southport Terminal. The trolley rails and bedplates on the identified crane are well over 15 years old and have exceeded their useful service life. The trolley rails run along the entire length of both sides of the boom and girder. The trolley consists of the operator's cab and the lifting device, which travels via the rails over the ship to load and unload cargo.
This procurement carries a 100% performance and payment guaranty. The Purchasing Division has confirmed with the surety company that Global Rigging & Transport, LLC has the capacity to obtain the required guaranty.
The Port Everglades Department has reviewed the bid submitted by Global Rigging & Transport, LLC and concurs with the recommendation for award (Exhibit 3). No performance evaluations were completed.
There was no protest or appeal filed regarding this procurement. The bid posted on May 9, 2017 and opened on June 9, 2017; two bids were received with no declinations (Exhibit 1).
This contract does not replace any other contract. The purchasing agent has researched the prices submitted by the recommended bidder, Global Rigging & Transport, LLC, and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry in comparison to the previous Broward County contract (Exhibit 4). |
