THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based on the review of the services requested (Exhibit 2).
The purpose of this contract is to provide an open-end contract for diagnostic inspection, incidental repair services and replacement of proprietary parts for Caterpillar generators for Water and Wastewater Services and other departments.
In accordance with the Living Wage Ordinance, No. 2008-45, as amended, Section 26-101(i), these are covered services. Pantropic Power, Inc. has agreed to be bound to the contractual obligations of the Living Wage Ordinance.
The allowances incorporated in this contract in the total amount of $42,500 include: $20,000 for parts and materials; $14,000 for specialty subcontractor services; $3,500 for environmental disposal fees and $5,000 for permits, licensing and fees. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual cost without mark-up.
On October 28, 2016, the Purchasing Division issued a Request for Information (RFI) to ascertain whether there were any other entities that were able to provide diagnostic and repair services for Caterpillar generators. No responses were received to the RFI. Additionally, the manufacturer's representative from Caterpillar indicated that Pantropic Power, Inc. is the authorized dealer for Caterpillar parts and services for Broward County. Based on this information, the Director of Purchasing recommends the approval of this sole source designation (Exhibit 4).
Pantropic Power, Inc. offered alternate pricing for Bid Line Items 02-02 and 02-04 and the pricing was confirmed by the Purchasing Division for a savings of $2,075 per year (Exhibit 5). Upon the Board's approval the respective line items will be replaced with the alternate line items in the contract.
Water and Wastewater Services has reviewed the response submitted by Pantropic Power, Inc. and concurs with the recommendation for award (Exhibit 3). There are no vendor performance evaluations for Pantropic Power, Inc.
There is no previous open-end contract for these services.
The amounts referenced in this agenda were rounded to the nearest whole dollar. Vendor payments will be based on the bid specifications. The bid tabulation reflects the actual amount of the award.
