THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for certified Small Business Enterprises (SBE). The OESBD has reviewed the bids and determined that Airmatic Controls, Inc. met the eligibility criteria of the SBE Reserve Program (Exhibit 2).
The purpose of this contract is to provide all labor, materials and supervision necessary to support HVAC (Heating, Ventilation, Air Conditioning) preventive maintenance, repairs and emergency services.
In accordance with the Broward County Living Wage Ordinance, Section 26-101 (i), these are covered services. The recommended vendor has agreed to be bound to the contractual obligations of the Living Wage Ordinance.
The allowances incorporated in this contract, in the amount of $50,000, include $35,000 for parts and materials, $5,000 for permits and filing fees, $5,000 for specialized subcontractor services and $5,000 for crane service (including mobilization and demobilization). Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor’s actual incurred cost, without mark-up (Exhibit 1).
The initial bid submitted by Airmatic Controls, Inc. was $157,626; the vendor offered a voluntary price reduction for Group 3, Bid Item 03-01, for labor repair services during regular hours, from $110 per hour to $98 per hour, resulting in a price reduction of $2,220 and a revised total amount of $155,406. The Broward County Procurement Code, Section 21.30.f.2(c), allows for a voluntary price reduction of the bid price, if the reduction does not result in the modification or deletion of any condition of the bid.
The purchasing agent has researched the prices submitted by the recommended bidder, Airmatic Controls, Inc., and determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry in comparison to the previous Broward County contract (Exhibit 4).
The Facilities Management Division reviewed the bid submitted by Airmatic Controls, Inc. and concurs with the recommendation for award (Exhibit 3). Six evaluations were completed for Airmatic Controls, Inc.; they have an overall rating of 4.11 out of a possible 5. Copies of the vendor performance evaluations are available upon request.
There was no protest or appeal filed regarding this procurement.
