MOTION TO DELEGATE to the County Administrator authority during the summer recess of the Board of County Commissioners to enter into agreements and take such other administrative actions on behalf of the Board as are necessary to protect the County and the public interest, with all such actions being subject to the Board’s subsequent ratification after summer recess. (Mayor Sharief)

Summary Explanation/Background
Section 1.11, Broward County Administrative Code, authorizes the County Administrator during the Board’s recesses to execute grant agreements when inaction would risk loss of the grant. That section also empowers the County Administrator during times of “major or catastrophic emergencies” to take “prompt and necessary action” to protect county residents.

It has been the experience that, during the extended summer recess, a limited number of unpredictable issues arise, other than grant agreements and emergency-related matters that call for prompt action in order to best protect the County and the public interest. This item would authorize the County Administrator to take such limited actions on behalf of the Board during the recess, with all such actions subject to Board ratification after summer recess.
 
Upon conclusion of the summer recess an item will be brought back to the Commission for consideration to address this change to the Administrative Code.
