MOTION TO APPROVE Federal Aviation Administration Grant Agreement for Airport Improvement Program Project No. 3-12-0025-080-2017, Payment No. 7, in the amount of $20,000,000, to accept phased grant funding in support of the South Runway Project at Broward County's Fort Lauderdale-Hollywood International Airport; and to authorize the County Administrator to take the necessary administrative and budgetary actions and approve any non-monetary amendments to the agreement; and authorize the Mayor and Clerk to execute the same. This grant requires a local match in the amount of $3,333,333.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This action allows the County to accept Payment No. 7 of phased grant funding from the FAA in support of the South Runway Extension Project.

On October 27, 2009 (Item No. 57), the Broward County Aviation Department ("BCAD") received Board approval to apply for a Letter of Intent ("LOI") to receive funding for the extension of the South Runway. The LOI Program assists in the funding of large-scale capacity projects by the FAA at primary airports such as Broward County's Fort Lauderdale-Hollywood International Airport ("FLL"). An LOI establishes a phased schedule of discretionary Airport Improvement Program ("AIP") funding for multi-year projects, subject to annual Federal appropriations.

On March 29, 2011 (Item No. 78), the Board approved a Motion to Note for the Record acknowledging the execution by the County Administrator of FAA Grant No. 3-12-0025-066-2010, LOI Payment No. 1, in the total amount of $21,717,143 to financially participate in the South Runway Extension project, requiring a local match of $3,619,524.

On September 27, 2011 (Item No. 46), the Board approved a Motion to Note to Record acknowledging the execution by the County Administrator of FAA Grant No. 3-12-0025-066-2011, increasing the amount of the grant by $2,055,105 from $21,717,143 to $23,772,248. The grant increase required a local match of $342,518.

On June 26, 2012 (Item No. 6), the Board approved the execution of FAA Grant No. 3-12-0025-068-2012 in the amount of $23,878,132, to financially participate in the South Runway Extension project. This LOI payment No. 2 required a local match of $3,979,689.

On August 13, 2013 (Item No. 7), the Board approved a Motion to Note for the Record acknowledging the execution by the County Administrator of FAA Grant No. 3-12-0025-071-2013, in the amount of $23,944,694, to financially participate in the South Runway Extension project. This LOI payment No. 3 required a local match of $3,990,782.

On August 12, 2014 (Item No. 12), the Board approved a Motion to Note for the Record acknowledging the execution by the County Administrator of FAA Grant No. 3-12-0025-072-2014, in the amount of $23,995,546, to financially participate in the South Runway Extension project. This LOI payment No. 4 required a local match of $3,999,258.

On August 11, 2015 (Item No. 66), the Board approved a Motion to Note for the Record acknowledging the execution by the County Administrator of FAA Grant No. 3-12-0025-074-2015, in the amount of $24,006,869, to financially participate in the South Runway Extension project. This LOI payment No. 5 required a local match of $4,001,145.

On June 07, 2016 (Item No. 3) the Board approved the execution of FAA Grant No. 3-12-0025-077-2016 in the amount of $20,000,000, to financially participate in the South Runway Extension project. This LOI payment No. 6 required a local match of $3,333,333.

The FAA grant funds in this action are for LOI payment No. 7 in the amount of $20,000,000, to support the South Runway Extension project. The total Federal share for the project is $250,000,000, and the phased funding is scheduled to be received by the County in Fiscal Years 2011 through 2022.

This agreement requires the County Attorney to sign after the Mayor signs. The Office of the County Attorney has reviewed the document, approved it, and will be signing after the Mayor’s signature as per the FAA’s request. However, this Grant Agreement does not include the County's standard agreement provisions because the FAA requires the County to execute its standard FAA Grant Agreement to accept this grant.
