Requested Action
MOTION TO APPROVE Agreement between Florida Department of Children and Families and Broward County to serve as an access point for applicants and recipients of Economic Self-Sufficiency Services through its Broward Addiction Recovery Center locations; Agreement to begin June 15, 2017 or on the date it is fully-executed, effective through termination by either party with proper notice; authorizing Mayor to execute same; authorizing the County Administrator to execute amendments to the Agreement, subject to approval of the same by the Office of the County Attorney; and authorizing the County Administrator to take all administrative and budgetary actions related to the Agreement.

What Action Accomplishes
This action allows the Broward Addiction Recovery Division to assist with client linkage to Economic Self-Sufficiency support services that enhance and promote client recovery efforts for Broward County residents age 18 or older who are affected by substance abuse and/or co-occurring disorders.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's Value of, "Approaching human services collaboratively and compassionately," and Goal to, "Deliver evidence-based services to the most vulnerable, many of whom are ineligible through other systems of care, and connect those customers to sustainable support."

The Florida Department of Children and Families (DCF) determines eligibility for Economic Self-Sufficiency (ESS) services benefits for the Supplemental Nutrition Assistance Program (SNAP), Temporary Cash Assistance, Refugee Assistance, and Medicaid programs through the online Automated Community Connection for Economic Self-Sufficiency (ACCESS) system. 

This Agreement allows Broward County, through its Broward Addiction Recovery Center Division (BARC), to become a member or Community Partner of the ACCESS Florida Community Network to assist BARC clients with the application process for ESS services, utilizing the online ACCESS system, including: access to computers for completing online applications, telephones for access to DCF’s Customer Call Center, informational handouts, paper applications if requested, as well as assistance to complete and submit applications.

As a Community Partner, BARC will complete on-line training as provided by DCF regarding the use or disclosure of confidential case file information, including information governed by the Health Insurance Portability and Accountability Act of 1996, related federal regulations and Civil Rights requirements. Additionally, BARC will participate in either the on-line training modules or other training sessions that DCF provides to address the ESS Program overview and the ACCESS Self-Service Portal Training as well as other training required by DCF.

The Agreement is in the state's format and it is customary for the County to sign first. The Agreement has been reviewed and approved as to form by the Office of the County Attorney.
