Summary Explanation/Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
The Office of Economic and Small Business Development (OESBD) did not assign County Business Enterprise (CBE) goals for this procurement, because there are no certified CBE firms that are able to independently provide the services as required by the user department. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).
 
The purpose of the solicitation is to establish six libraries of qualified firms through a shortlisting process to provide information technology security and compliance services to the County on an as needed, project-specific basis. Services include the following six groups of technology security and compliance services: 1) payment card industry services; 2) health insurance portability and accountability act services; 3) information technology audit services; 4) security penetration testing; 5) security incident response services; and 6) public safety network and systems audit services.
 
Enterprise Technology Services (ETS) seeks a qualification-based solicitation process for vetting responding technology firms by service category to establish libraries of firms for information technology security and compliance services. Qualified firms within the libraries may be solicited to respond to requests that serve not only ETS, but other agencies such as the County Auditor's Office, the Aviation Department and the Port Everglades Department. This library approach is ideal due to frequent changes in requirements (i.e., regulatory, technical, environmental) and mandated frequency, which requires the need to procure services in a flexible, yet competitive and on-demand manner. 

The Request for Qualifications (RFQ) method of procurement was selected for this project to best serve the County using evaluation criteria. The RFQ method provides for predefined evaluation criteria emphasizing the vendors' qualifications for the shortlisting of firms based upon the required specialized technical expertise.

Funding for each requirement will be obtained by the appropriate source at the time of release in the estimated project amount of $850,000 for a potential five-year period.
