Requested Action
MOTION TO AWARD open-end contract to low bidder, Lightning Commercial Cleaning Service LLC, for Pressure Washing Services, Bid No. X2112977B1, for Broward County Port Everglades Department, in the annual estimated amount of $215,595, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $646,785. The initial contract period begins on the date of award and terminates one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides pressure washing services of garages and security checkpoints located at Port Everglades.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE BROWARD COUNTY PORT EVERGLADES DEPARTMENT/BUSINESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program nor assign County Business Enterprise participation goals to this solicitation (Exhibit 2).

The purpose of the contract is to provide pressure washing services in parking garages, terminal parking lots, entrance and exit ways, stairways, walkways and other various areas within Port Everglades.

The Business Administration Division has reviewed the bid submitted by Lightning Commercial Cleaning Service LLC and concurs with the recommendation for award (Exhibit 3). Lightning Commercial Cleaning Service LLC  is a new Broward County vendor, therefore, no vendor performance evaluations have been completed for this company.

There was no protest or appeal filed regarding this procurement.

The bid posted on March 21, 2017 and opened on March 31, 2017; 11 bids were received with one declination. (Exhibit 1).
