Section 22½-3 of the Broward County Code of Ordinances requires the Board of County Commissioners to hold a lottery to award new taxicab and new luxury sedan certificates to qualified participants during a public hearing.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION (ECPD) RECOMMEND APPROVAL OF THIS MOTION.

On May 23, 2017, the Board of County Commissioners (Board) determined to issue 25 new taxicab certificates and nine new luxury sedan certificates (Public Hearing Item No. 61). The 25 new taxicab certificates are only for drivers who have driven a taxicab in Broward County for a minimum of 60 consecutive months. The ECPD recommends the Board set the Lottery Drawing for the August 22, 2017 Public Hearing at 10:00 a.m.

The ECPD will provide notice of this public hearing (Exhibit 2) to the vehicle-for-hire industry via several methods. Notice will be provided to the Florida Limousine Association; the taxicab driver associations; and all the Broward County taxicab companies, who will be asked to distribute notice to all drivers. Additionally, notice will be posted on the ECPD's web and Twitter sites.

Fiscal Impact
Fiscal Impact/Cost Summary:
The Division estimates that there may be approximately 250 applicants entering the lottery. Each of the 250 applicants would pay a $400 non-refundable fee to enter the lottery, which would equal $100,000. The 34 winning lottery applicants are then required to pay the new permit award fee of $1,000 each to Broward County within 60 days after notification of award, which would equal $34,000. Total anticipated revenue would be $134,000.
