A. MOTION TO APPROVE only reasonable source designation of Oracle Americas, Inc., (Oracle) or designated Oracle authorized reseller, for the conversion and migration of existing licenses from Oracle’s Hyperion Public Sector Planning and Budgeting (Hyperion PSPB) solution to Oracle Planning Budgeting Cloud Services (Oracle PBCS) including resources for Professional Services.

B. MOTION TO AUTHORIZE Director of Purchasing to negotiate and execute an Amendment for a reduction to the scope of services provided through Oracle’s authorized reseller, Mythics, Inc. for software licenses, maintenance, and software support to remove the Hyperion PSPB licenses from the scope of the agreement.

C. MOTION TO AUTHORIZE Director of Purchasing to negotiate and execute appropriate agreement(s) for cloud-based services, including transition, set-up, implementation, and subscription licenses, with Oracle Americas, Inc. (Oracle) or designated Oracle authorized reseller for the transition from Oracle’s Hyperion Public Sector Planning and Budgeting (Hyperion PSPB) solution to Oracle Planning Budgeting Cloud Services (Oracle PBCS) including software subscriptions and professional services.

Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.34, a sole source/brand procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

B. and C. In accordance with the Broward County Procurement Code, Section 21.12.c.6, the Director of Purchasing shall execute all contracts and amendments within the Director's approval authority and agreements delegated by the Board for the Director's execution.
What Action Accomplishes
A. Approves the only reasonable source designation of Oracle Americas, Inc. or designated authorized reseller to convert and migrate existing licenses.

B. and C. Authorizes the Director of Purchasing to negotiate and execute agreements related to the setup, implementation, conversion and migration of licenses for Oracle Planning Budgeting Cloud Services (Oracle PBCS).

Summary Explanation/Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Commission's Value and Goals for "Consistently delivering responsive, efficient, quality services to the public and internal customers." The planning and budgeting software of the Centralized Enterprise Resource Planning Solution offers to enhance County government operations by replacing the outdated stand-alone system for budget preparation, with new and improved cloud based software that automates and integrates business processes more effectively.

On May 13, 2014, (Item No. 51), the Board approved five agreements resulting from Request for Letters of Interest (RLI) No. R0866301R2 for the procurement and implementation of the County’s new Centralized Enterprise Resource Planning Solution. Sierra-Cedar, Inc. (Sierra-Cedar), formerly known as CedarCrestone, Inc., is currently providing the necessary implementation services for the County’s ERP system. The Oracle specific software was procured through Oracle’s authorized reseller, Mythics, Inc., for software licenses, maintenance, and software support utilizing GSA Contract No. GS-35F-0153M for both Oracle’s licenses and Oracle’s Hyperion Public Sector Planning and Budgeting (Hyperion PSPB) software licensing.

Oracle has enhanced the Hyperion PSPB software by re-architecting the software code (i.e., replacing obsolete COBOL and other computer programming language used in the legacy Hyperion product with current standard software programming languages and standards) and by now offering the product in a Software-as-a-Service (SaaS) deployment, “on the cloud”, meaning that the software is installed, managed, maintained, monitored, performance tuned, backed-up, and accessible through Oracle Corporation’s “cloud based” service. The re-engineered software deployed in a SaaS model is called, “Oracle Planning and Budgeting Cloud Services”, (Oracle PBCS).

Oracle PBCS has a different licensing structure which the existing Mythics contract does not support; therefore negotiation of a new contract that addresses the new Oracle PBCS cloud licensing through an alternate contract source, possibly with an alternate Oracle reseller or directly with Oracle, is necessary. The total estimated cost savings amount for the first year is $998,096, which includes the savings from the initial one time fee of $851,580 and recurring annual fee of $146,516. The estimated cost savings for each year after the conversion is $146,516.
