THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for certified Small Business Enterprises (SBE). The OESBD has reviewed the bids and determined that both Dammel Cleaning Enterprise, Inc. (Dammel) and Admire Cleaning Service Corp. (Admire) meet the eligibility criteria of the SBE Reserve Program (Exhibit 2).
The purpose of this solicitation is to furnish all supplies, equipment and labor to provide janitorial services for Aviation Offices. The optional items in this contract cover additional supplies, equipment and labor for special events and stripping, sealing and restoring floors. Any work performed as an optional service must be approved in advance by the contract administrator.
In accordance with this solicitation, the County reserves the right to make group awards for this contract. Awards may be made to a maximum of two responsive, responsible vendors, with one award for each Group.
In accordance with the Broward County Living Wage Ordinance, Section 26-101 (i), these are covered services. Both recommended vendors have agreed to be bound to the contractual obligations of the Living Wage Ordinance.
The Broward County Aviation Department has reviewed the bids submitted by Dammel Cleaning Enterprise, Inc. (Group 1) and Admire Cleaning Service Corp. (Group 2) and concurs with this award recommendation (Exhibit 3). No vendor performance evaluations have been performed for either firm.
The Director of Purchasing has determined Chi Ada, Corporation, and Kita Corp. to be non-responsive based on the findings of the OESBD that these bidders are non-compliant with the Sheltered Market Program requirement for this procurement. It should be noted that inclusive of these two bidders, four other bidders (Able Business Services, Inc., B&B Maid and Janitorial Services, Inc., Delta property Maintenance, Inc., and Inca Cleaning, LLC) were found by the OESBD to be non-compliant with the Sheltered Market Program requirement but not rejected by the Director of Purchasing due to their higher bids (Exhibit 2). The Director of Purchasing has also determined Evergreen Cleaning Service; T&M Cleaning Services, LLC; and Mckenzie's Cleaning, Inc., to be non-responsive for providing an unbalanced bid for Item 1, Group 1. These three bidders' unit pricing for Item 1, Group 1 was significantly low. Purchasing Division staff contacted the three bidders to confirm that the submitted pricing was correct, and that the respective bidders would be able to perform the services as required in the solicitation. Evergreen Cleaning Service and T&M Cleaning Services, LLC responded that they would not be able to provide the services at their submitted prices for Item 1, Group 1. Mckenzie's Cleaning, Inc. did not respond.
Incumbent: MCJ Professional Cleaning Services, Corp., Contract Number(s) R1188813B1 and R1188813B2, Janitorial Services at BCAD Administrative Offices and Various Buildings; Contract Term: April 1, 2014, through March 31, 2017, with an additional extension period for up to 90 days. Expenditures to Date: Group 1: $411,024; Group 2: $332,730; Total: $743,754.
There was no protest or appeal filed regarding this procurement.
The bid posted on February 3, 2017, and opened on February 24, 2017; 13 bids were received with no declinations (Exhibit 1).
