Summary Explanation/Background

THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/RECORDS, TAXES AND TREASURY DIVISION RECOMMEND APROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish either Sheltered Market requirements or a County Business Enterprise participation goal for this project (Exhibit 2).

The purpose of this solicitation is to engage the services of a qualified firm to obtain software, hardware and services, as applicable, from a qualified software vendor in order to migrate from and replace Records, Taxes and Treasury Division's existing records management system. The new system will be used to track the records lifecycle of physical records at the County’s Records Center. There will be data conversion and migration of the existing physical records data included in the project. The County will provide additional hardware, as required, such as printers, barcode printers, scanners and barcode scanners, as needed.

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services.

Fiscal Impact/Cost Summary:
The estimated cost for this system is $150,000, which includes software, hardware, services, system support and maintenance for five years. The source of funding for this project is the General Fund.
