A. MOTION TO APPROVE Agreement No. BW703 between State of Florida, Department of Health and Broward County, from the date of execution through March 31, 2018, with three one-year options to renew, in the amount of $166,500, for assessment, detoxification and residential substance abuse treatment for Ryan White Part B-eligible, HIV-positive residents of Broward County; authorizing Mayor to execute same; authorizing the County Administrator to execute renewals and amendments which do not increase the total annual funding amount above $221,500, subject to approval of the same by the Office of the County Attorney; and authorizing the County Administrator to take all administrative and budgetary actions related to the Agreement.

(Per the Tuesday Morning Memorandum, Exhibit 2, Page 6 Section III.D.4 is being amended to reflect a staffing change.)

B. MOTION TO ADOPT Resolution No. 2017-299 appropriating revenue in the amount of $166,500 in the HIV Formula Grant Fund for the provision of substance abuse treatment services for eligible HIV-positive adult residents of Broward County.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's Value of "Approaching human services collaboratively and compassionately with special emphasis on persons and families experiencing homelessness," and goal to "collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems. . . especially for persons experiencing, or at risk of, homelessness." This Agreement facilitates the provision of behavioral health services to Broward County residents served by the Broward Addiction Recovery Division (BARC).

The State of Florida, Department of Health (FDOH) has allocated grant funding for this local government partnership with BARC to provide comprehensive substance abuse assessment, medically-supervised detoxification and/or intensive residential treatment to meet the needs of Ryan White Part B eligible HIV-positive Broward County residents. Participants must also be 18 years of age or older and experiencing substance use/abuse disorder. The primary goal of this partnership is to reduce the spread of HIV/AIDS within Broward County by providing the counseling, education, and treatment needed to empower each HIV-positive client through the provision of effective behavioral health services.

Upon discharge from substance abuse treatment, FDOH and BARC will work cooperatively to ensure each client is provided with the necessary transition support to continue outpatient substance abuse treatment and obtain effective linkages to Ryan White Part A core services such as ambulatory outpatient medical, pharmacy, case management, mental health treatment and other related support services.

Contractually required activities and outcomes include: 80% of clients entering medically-supervised detoxification (detox) and 65% of clients entering residential treatment shall complete care; 80% of clients are linked back to at least one Ryan White Part B or FDOH service upon release; clients shall receive a minimum of 14 hours of counseling services and 20 hours of other structured activities each week, as documented in the client record; BARC shall serve a minimum of 20 clients that have completed detox or residential treatment during the term of the contract; invoice will be submitted with the information and within the time frame specified; and quarterly financial reports must be submitted in the time and manner specified. BARC met all required performance measures under the Fiscal Year 2016-2017 contract. Amendment 1 to the Fiscal Year 2016-2017 contract increased funding by 33% from $122,500 to $163,600.

The Agreement is in the State's standard format and it is customary for the County to sign first. The Agreement has been approved as to form by the Office of the County Attorney.
