THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 30% for the Broward County Governmental Center East, the Main Library and the Broward County Main Court House, a CBE Reserve for the Broward County South Regional Court House, and a Sheltered Market/Small Business Enterprise (SBE) Reserve for the Broward County Traffic Engineering Division for this solicitation (Exhibit 2).
The procurements for this solicitation pertaining to the Broward County Governmental Center East and the Broward County Main Courthouse are subject to the Broward County Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to engage the services of qualified firms to provide Janitorial Services for Various Large County Facilities including the Broward County Governmental Center East, the Main Library, the South Regional Court House, the Broward County Main Court House and the Traffic Engineering Division for basic cleaning of facilities' restrooms and floors, including cleaning supplies, paper products, pressure cleaning, windows, air quality, day porter services, emergencies, additional services needed and pass-thru’s as outlined in Exhibit 1. This solicitation will replace all previously approved contract extensions for janitorial services for the Facilities Management Division.
In accordance with the Living Wage Ordinance, No. 2008-45, as amended, Section 26-101 (f), these services are subject to the Living Wage.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services, with price being weighed against other factors.
