MOTION TO DESIGNATE voting delegate and alternate voting delegate for the Broward County Board of County Commissioners, to cast the County's eligible votes at the 2014 National Association of Counties (NACo) Annual Conference in Orleans Parish, LA.

Why Action is Necessary
Authorizes votes to be cast on behalf of Broward County at the 2014 NACo Annual Conference's election of officers and policy adoption.

Summary Explanation/ Background
The National Association of Counties' (NACo) 79th Annual Conference will take place July 11-14, 2014 in Orleans Parrish, Louisiana. NACo officers will be elected for the 2014-2015 term during the annual business meeting on Monday, July 14, 2014. At present, Commissioners Kiar and LaMarca are registered to attend the conference along with OIAPS staff members Eddy Labrador, Marty Cassini, and Nick Matthews.

Broward County has a total of 62 votes which may be cast in contested NACo leadership races, or on NACo platform changes and policy resolutions, if any. To exercise these votes, Broward County must submit its completed voting credentials form to NACo. Although the instructions requests that completed forms be returned by June 13, 2014, OIAPS staff spoke with Alex Koroknay-Paliez, NACo Staff for the Credentials Committee, who advised that submission after the published return date was acceptable and credentials could also be brought in person to the conference.

The voting delegate and alternate voting delegate must be a paid registrant to the conference. Designation of a voting delegate and alternate voting delegate allows either person to pick up the County's ballot and to cast all eligible votes.

Voting is achieved by state. Traditionally, Florida votes as a unit and the Florida Association of Counties holds a caucus meeting at the conference for all attending county delegates to discuss and select the candidate of choice for Florida's counties. This year the caucus meeting will be held on Saturday, July 12, 2014.

There are two declared individuals running for NACo 2nd Vice-President – FAC President and Leon County Commissioner Bryan Desloge and Commissioner Allan F. Angel of Kent County, DE. At the meeting of January 7, 2014, the Board adopted Resolution 2014-008 endorsing the candidacy of Commissioner Bryan Desloge for NACo 2nd Vice-President. Officer positions for 1st Vice President, President and Past President are not contested.
