B. MOTION TO APPROVE nominations of Silvia Quintana; Mason Jackson; Captain Scott Russell; Sergeant Jaime Costas; Laurie Ann Walton; Commissioner Dean J. Trantalis; Vice Mayor Patricia Asseff; Ann Diebert; James Whitworth; and Frances Esposito to the HCOC.

Summary Explanation/ Background
At the June 10, 2014 meeting, the Board of County Commissioners approved Resolution 2014-331 amending Sections 12.153, 12.154, and 12.158 of the  Broward County Administrative Code to modify composition and sunset review of the Homeless Continuum of Care Board (HCOC) and nomination, appointment, and terms of members.  

In addition, during the June 10, 2014 meeting, Commissioners conducted a categorical draw to pick one of nine member categories for the HCOC.  As a result of the draw, this item appoints the following members to the HCOC
  • Robby Cisrow, District 5, in the category of "person currently homeless or formerly experienced homelessness".
  • Jason Mann, District 4, in the category of "advocate for the homeless".
  • Cindy Schutt, District 3, in the category of "person currently homeless or formerly experienced homelessness".

In addition to the Commission District appointments above, 20 voting/nonvoting members are nominated by specified entities for approval by the Board.  The following nominations have been received by the Human Services Department (HSD) and the Office of Intergovernmental Affairs and Professional Standards (OIAPS):
  • Silvia Quintana nominated as the Broward Behavioral Health Coalition Representative.
  • Mason Jackson nominated as the CareerSource Broward Representative.
  • Captain Scott Russell nominated as the corrections or law enforcement Representative for the Broward Sheriff's Office.
  • Sergeant Jaime Costas nominated as the corrections or law enforcement Representative for the City of Ft. Lauderdale.
  • Laurie Ann Walton nominated as the corrections or law enforcement Representative for the City of Hollywood.
  • Commissioner Dean J. Trantalis nominated as the Elected Municipal Officials or designees from municipalities that are designated as a U.S. Dept. of Housing and Urban Development (HUD) Community Block Grant (CDBG) funds for the City of Ft. Lauderdale.
  • Vice Mayor Patricia Asseff nominated as the Elected Municipal Officials or designees from municipalities that are designated as a U.S. Dept. of Housing and Urban Development (HUD) Community Block Grant (CDBG) funds for the City of Hollywood.
  • Ann Diebert nominated as the Public Housing Authority Representative for the Broward County Housing Authority.
  • Howard Bakalar nominated as the United Way of Broward County's Representative.
  • James Whitworth nominated as the operator of the North Homeless Assistance Center Representative.
  • Frances Esposito nominated as the nonvoting ex-officio member from the Central Homeless Assistance Center.

The County Attorney's Memorandum of Qualification will be provided as additional material.
