THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION/REAL PROPERTY SECTION AND THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT/HOUSING FINANCE AND COMMUNITY DEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This rectangular-shaped parcel which measures approximately 50 feet by 110 feet or 5,500 square feet is located at the northeast corner of NW 9 Court and NW 30 Avenue in Unincorporated Broward County and identified by Property Appraiser’s Folio Number 5042-05-05-1050, constitutes surplus vacant buildable land. The parcel is zoned RS-6 (one family detached dwelling at a maximum six units per acre) with a Land Use Plan designation of 33, which is low density residential, allowing five dwelling units per acre, both by Broward County.
The County acquired the property on May 21, 2004 via tax deed pursuant to Florida Statutes, Section 197.502(8) since there were no bidders at public sale. In April 2014, all applicable County agencies were solicited for potential County use of this property or rights therein; no current or future use was identified for this parcel with the exception of Highway Construction and Engineering Division, Right-of-Way Section’s request to retain a corner chord easement for traffic control devices.
The 2014 property assessment as established by the Broward County Property Appraiser’s Office is $11,000. An appraisal to determine the value of this parcel for future sale was ordered by Real Property staff and the final report estimated a value at $11,000.
Housing Finance and Community Development Division recommended using this parcel as a "test case" to see if there is a market for vacant buildable sites to allow developers to build housing without restrictions and without using County funds. Staff recommends that a sale offering be conducted through a bid process under Florida Statutes, Section 125.35(1). The Board of County Commissioners has the authority to reject all bids in the event they are too low.
